Indonesian Traditional States Part 2
Note: This account of the traditional polities is organized island (group) by island (group), moving from West to East. Many rulers have a posthumous name recording the place of their death or burial, beginning with "Marhum"; these names are recorded here only when the personal or throne name of the ruler is unavailable. The Dutch East Indies had two administrative systems: Directly ruled areas and 282 (as of 1942) Self-administered native states (Zelfbesturen), whose rulers had entered into treaty relations with the Dutch suzerain either by "long political contract" in case of large states (16 states as of 1942), or "short declaration" for small states. On the "outer islands" (outside of Java) more than half of the territory were states (a majority of states were on Sumatra), however the population of the states made-up only 20% of the total Dutch East Indies population. In the interest of comprehensiveness, even if no record of rulers is available or recorded here yet, all self-administered states that existed during census of 1930 are recorded at least by name, population data and capital. Rulers of all states whose population exceeded 60,000 as of 1930 are currently recorded. Even the extinguishing of self-administered status did not end the traditional polities, as many of the hereditary rulers were integrated into the Dutch direct administration. Between 1946 and 1950 the directly ruled areas on Borneo and in East Indonesia were turned into neo-states (neo - zelfbesturen) by the Dutch, and ruled by councils that mostly reflected the previously abolished self-administered polities. Post-independence Indonesia had many of self-administered native states (swapraja) outside of Java and Sumatra as traditionally administered lower level of local administrations under rulers for that purpose styled Kepala by the Law No. 22 of 1948, until end of this arrangement by the Law No. 1 of 1957 effected by the early 1960's. In the early 1950's there were 127 such self-administered areas (daerah swatantra). After a period of abeyance many traditional royalties have been revived as cultural institutions from the end of the 20th century onward. Note:

The principal states on Borneo whose relations with
the Dutch were regulated by "long political contract"
as of 1942 were: Mampawa, Pontianak, Kutai, and Tayan.
The Dutch attempted to form the state of Borneo in the
late 1940's was unsuccessful, only five constituent
autonomous entities of the proposed state were
created. In the early 1950's until 1958/59, the states
on Borneo (Kalimantan) for a while became three
special areas (daerah istimewa) and 12
self-administered areas (daerah swatantra) of
Indonesia. The states are organized below
into two geographical parts (South and East Borneo,
and West Borneo).
SOUTH AND EAST BORNEO
Note: This part of Borneo in the late 1940's was organized into four autonomous entities of Banjar (consisted of a single neo-state), Great Dayak (consisted of a single neo-state), Federation of East Borneo (consisted of four states and the neo-state of Pasir) and Southeast Borneo (federation of three neo-states: Cantung, Pegatan, Pulau Laut). SOUTH CELEBES Note: The main states having own treasuries as

1946-1950 the 30 states and 8 neo-states on South
Celebes formed area (daerah) of South Celebes (Sulawesi
Selatan) in the State of East Indonesia, ruled by
the Council of Rajas, chaired by ruler of Bone, with
headquarters in Makassar. The 30th state was Tanah
Toraja, split in 1946 from Luwu. Municipality of
Makassar was not included in the daerah. The
eight neo-states were: Bonthain (Bontaeng), Bulukumba,
Jeneponto, Maros, Pangkajene, Selayar (Seleier),
Sinjai, Takalar. Jailolo (on the main island of Halmahera), Tidore, and
Bacan developed a system structuring the (North) Molucca
Archipelago, in which the ruler of each state had the
style of Kolano with appropriate qualifiers,
the Kolano Maloko (until 1380 the ruler of
Jailolo, thereafter the ruler of Ternate) exercising a
sort of primacy ("Maloko" in the style refers to the
Moluccas). There were (or are) other states on
Halmahera, including Gamukonora, Kau, Loloda, Sahu,
Tolofuo, and Tobaru; no record for any of these is
included here. During 1948-1950, the states on the
Moluccas formed two areas (daerah) in the State
of East Indonesia - North Moluccas (Maluku Utara),
consisting of three states, ruled by a council of rajas
chaired by ruler of Ternate, with headquarters in
Ternate, and South Moluccas (Maluku Selatan) consisting
of a single neo-state and Ambon municipality, ruled by
the South Moluccas area council, with headquarters in
Ambon. By 1935 all the states of North Moluccas were
sharing a pooled treasury at Ternate. In the early
1950's until 1958 each of the three states on Moluccas
for a while became a self-administered area (daerah
